Do you need to know how to replace a lost or stolen Michigan CPL? A Michigan concealed pistol license, also known as a Michigan CPL, allows you to lawfully carry a concealed handgun. However, having a valid, physical Michigan CPL card is legally required. 

The good news is that if you have a valid CPL and simply lost your card, you can get a replacement for $10 at your county clerk’s office. You’ll need to visit in person to get your replacement card. 

Carrying your concealed firearm without having the physical card in your possession is a violation of MCL 28.425f, which carries a $500 fine and a CPL suspension of up to six months for a first offense. What Is a Michigan Concealed Pistol License (CPL)?

A CPL authorizes you to carry a concealed handgun in Michigan and is renewed every four to five years. Michigan’s CPL license is recognized in 40 other states.

A CPL is not the same as CCW. A CCW is the crime of carrying a concealed weapon without following Michigan CPL requirements. As a CPL holder, you are required to have your physical card with you at all times if you are armed. 

CPL vs. CCW 

CPL stands for “concealed pistol license.” It is the actual permit that you must obtain. CCW stands for “carrying a concealed weapon,” which is a criminal violation under MCL 750.227. Michigan uses CPL terminology to describe the license needed to carry a concealed pistol. It does not use the phrase “CCW permit.” 

You need to know the difference for legal purposes. Some other states may use “CCW” and “CPL” interchangeably, while others exclusively use “CCW.” As a CPL permit holder, it’s your duty to understand and follow Michigan’s firearm laws. 

Why You Must Have Your CPL Card With You at All Times

Once you get your CPL, you are required to have it and your driver’s license with you at all times while carrying a concealed firearm. As a CPL holder, you are also required to present your CPL card to law enforcement upon request. Not having it with you while carrying concealed can result in legal consequences.

Michigan CPL laws also require you to disclose that you are carrying a concealed firearm when interacting with law enforcement, even if they do not ask. For example, you would volunteer that information during a traffic stop or any other interactions with police.

Legal Penalties for Carrying Concealed Without Your CPL Present

Carrying concealed weapons in Michigan without a proper CPL can result in severe criminal charges. A concealed pistol charge is a felony under MCL 750.227 and carries a penalty of up to five years in prison and a $2,500 fine. 

In addition to the criminal penalties, you may lose your gun rights, struggle to find employment, and have a felony record. 

Carrying a concealed firearm with an expired license is the same as having no license at all. If your CPL expires, your receipt of renewal application can serve as a temporary license. 

There are also areas where you cannot carry, even with a CPL, including:

  • Schools or school property
  • Public or private daycare center
  • Sports arena or stadium 
  • Taverns
  • Entertainment venues with a seating capacity of 2,500 or more
  • Hospital
  • Dorms or classrooms of colleges
  • Church property

Step-By-Step Process To Replace a Lost or Stolen Michigan CPL

Do you need a duplicate license? All you have to do is go to your county clerk’s office and pay the Michigan CPL replacement fee. If you’ve moved, make sure you go to the clerk’s office that originally issued your CPL. It may have specific hours for CPL services.

You’ll get your card in a few minutes in most cases. Here’s a more detailed, step-by-step look at what you’ll need to do. 

Step 1: Report the Theft (if Applicable)

A lost CPL in Michigan does not require a police report. However, if it was stolen, you should report it to your local police department. 

Benefits of obtaining a police report include:

  • Documentation of the incident
  • Identity protection
  • A “paper trail” in case your CPL is misused

Your county clerk may request a copy of the police report as well. The goal is to help prevent identity theft or fraudulent use of your license. However, the report isn’t required to replace lost CPL in Michigan. 

Step 2: Gather Required Documents

Next, you’ll need to bring your valid government-issued Michigan driver’s license or Michigan ID card to replace a stolen CPL in Michigan. A valid government driver’s license means that it is current and not expired. 

The address on your ID should match the CPL records the county clerk has on file. If you’ve moved, you may have to update your address when requesting the replacement card. 

Step 3: Visit Your County Clerk’s Office in Person

You must visit the county clerk’s office where your CPL was issued. There are no online or mail options for replacements. Let them know that you need a duplicate license or replacement CPL. 

Typically, county clerks are open Monday through Friday during normal business hours, but it’s best to call ahead to confirm the hours and see if you need an appointment.

Step 4: Pay the Replacement Fee

The cost of a duplicate license or CPL card is just $10. For comparison, the new license fee is $100. 

The county clerk’s office should accept the following payment methods:

  • Cash
  • Check
  • Credit/debit card

Some counties may charge a small processing fee for credit/debit transactions. The fee is non-refundable. You’ll receive a receipt for your payment.

Step 5: Receive Your Replacement CPL

Most county clerk offices will provide your new CPL on the spot. They print the duplicate license while you wait, meaning you should be in and out in a few minutes. 

Some clerks print the CPL card later and mail it to you, but you should receive it within three to five business days in those scenarios. They may issue a temporary paper CPL while you wait for your actual card. If your new card doesn’t arrive, call the county clerk’s office to check on it.

Do not carry a concealed firearm until you have a physical replacement in hand. Doing so is illegal and can result in monetary fines or a suspension of your CPL. 

Special Situations When Replacing Your CPL

Typically, all you need to do is go to your county clerk’s office to get a replacement CPL card. You won’t have to fill out a new CPL application or wait for the Michigan State Police to conduct a new background check. However, there are some special situations to consider. 

If You’ve Moved to a Different County

Your CPL remains valid, even if you move to another Michigan county. However, you need to update the address where you permanently reside on your Michigan driver’s license and CPL. To do that, you’ll need to visit the county clerk who issued your CPL. You can’t go to the clerk’s office in your new county to change your CPL. 

You’ll need to go through the secretary of state to change your driver’s license address first. 

When you renew your CPL, you’ll do so in your new county of residence.

If Your Name Has Changed

Valid reasons for name changes include marriage, divorce, or legal name change through the courts. 

If you need to get a new CPL card due to a name change, you’ll need to provide legal paperwork and supporting court documentation. For example, if you got married and changed your name, you’ll need a marriage license. 

The county clerk will contact  Michigan State Police (MSP) on your behalf to update the system. The fee for a name change on your CPL is $10, and you’ll receive your new card right away or in the mail within a few days. 

Address Updates Without Replacement 

When the expiration date on your CPL gets near, the county clerk’s office will send a renewal notice to the address on file. However, you need to make sure the clerk’s office has the correct mailing address. 

You can update your mailing address to match the address on your ID without paying a fee. Ask your county clerk’s office about the procedure.

What To Do Immediately After Losing Your CPL

If you’ve lost your CPL, here’s what to do next:

  • Stop carrying concealed until you replace the lost CPL in Michigan.
  • Transport your firearm unloaded and in the trunk of your vehicle.
  • Keep the ammunition separate.
  • Check through your home and belongings for your current CPL. 
  • If you can’t find it, go get a duplicate CPL card.

How Much Does It Cost To Replace a Lost or Stolen CPL?

The county clerk’s office charges $10 for a duplicate CPL license in Michigan. You won’t have to fill out a new CPL application or pay the new or renewal license fees of $100 to $115. If your CPL license is up for renewal, you can submit your renewal application and pay the renewal fee instead of spending another $10 on the duplicate. 

Keep in mind that your county clerk’s office may charge a small processing fee if you pay by debit or credit card, and all fees are non-refundable.

When You Need a Replacement

You’ll need a duplicate license for a lost or stolen CPL in Michigan. If your card is damaged, has physical issues, or is unreadable, you’ll also need a duplicate card. Regardless of the reason, a replacement is just $10. 

When You Need To Renew

You’ll receive a renewal notice that includes your renewal PIN six months before your CPL expires. The renewal letter is sent to your address on file. You can renew online, by mail, or in person. If you choose to apply by mail or in person, print and complete your renewal application. No new fingerprinting is needed.

Renewal applicants are required to pay a $115 fee and complete three hours of content review and one hour of range time in the six months before renewing. You can renew six months before or up to one year after your CPL expires. 

When You Need To Reapply

You’ll need to complete a new CPL application and complete the required training if your CPL was revoked or has been expired for more than one year. The pistol safety training course is eight hours long and must be conducted by a certified trainer. The training course is in-person, as it includes a live-fire component. 

New applicants must be fingerprinted again. You’ll also have to pay the $100 fee and $15 fingerprinting fee.

What Is the Validity and Expiration of Michigan CPL?

Your CPL will have an expiration date of four to five years from the date of issuance. It will always expire on your birthday. You will receive a renewal notice six months before your CPL expires. 

After your license expires, you cannot carry a concealed firearm until you renew it. If you wait more than one year after the expiration date, you’ll have to apply as a new applicant. 

How Long Does the CPL Replacement Process Take?

The timeframe for getting a new CPL card varies by county clerk. However, most offices can provide immediate or same-day replacements. If you need a CPL card, contact your clerk’s office for details.

Some counties mail cards, which takes three to five business days. For comparison, processing a new application takes 45 days from fingerprinting. The renewal process takes about 30 days. These ranges can vary based on the time of year, how busy your clerk’s office is, and whether it will be closed for any upcoming holidays. 

CPL Suspension, Revocation, and Reinstatement

There are three main reasons why your CPL may be invalid, including expiration, suspension, or revocation. A suspension is temporary, whereas a revocation is permanent. If your rights to obtain a CPL are restored, you will have to apply for a reinstatement. 

Reasons for CPL Suspension

Your CPL may be suspended for the following reasons:

  • Personal protection order issued against you
  • Pending criminal charges
  • Mental health court order

The county clerk will notify you of a suspension via first-class mail. The suspension is temporary until the issue is resolved. 

Even if your suspension period has a predefined time frame, you still have to request reinstatement. You’ll need supporting court documentation for your CPL reinstatement request, such as a final disposition showing that any charges or PPOs were dropped.  

Reasons for CPL Revocation

A CPL revocation is a permanent loss of your concealed pistol license. You may face revocation for:

  • A felony conviction
  • Certain misdemeanor convictions 
  • Violation of CPL laws
  • Providing false information on your application 

If you are eligible to reapply after a waiting period, you’ll have to complete a new CPL application. Getting a new CPL is not an option in many scenarios. Contact MSP or consult with an attorney to determine whether you are eligible. 

How To Request CPL Reinstatement 

To request CPL reinstatement, you will need to:

  • Submit a form to formally request reinstatement
  • Provide supporting court documentation
  • Wait for the MSP to review your request

Your CPL reinstatement form will be approved or denied. There is no fee for reinstatement requests. The process can take weeks. If your request is denied, you’ll receive a letter of explanation. You can appeal a denial in the circuit court.  

Checking Your CPL Application Status

You have to present a valid ID and check the status of your CPL in person due to privacy laws. This applies to reinstatements, new applicants, and renewals. The processing time is 45 days for new applications and 30 days for renewals. 

The MSP website may have limited status information. Contact the county clerk if your deadline has passed. 

Required Training for Michigan CPL

You’ll need to take an 8-hour course, only if you are a new applicant. 

Initial CPL Training Requirements

The 8-hour pistol safety course is mandatory. It must include:

  • Three hours on the range
  • Classroom instruction on firearms safety, Michigan law, and use of force

You must take the course within the five years preceding your application. The certificate must include the instructor’s name, phone number, and certification number. The course must comply with section 5j of Michigan law. 

Renewal Training Requirements

Renewal only requires three hours of training review and one hour on the range. You must complete the training within six months before renewal, and you certify your completion by signing the renewal application. There is no certificate required for renewal, making the process less tedious than the 8-hour initial requirement. 

Instructor Certification Requirements

Instructors must have an MCOLES certification or a comparable national organization certification. The certificate must include the instructor’s name, a telephone number, their certification number, and the training organization’s name and contact number.

Online CPL Renewal vs. Replacement

You can renew online, but getting a replacement CPL requires a visit to your county clerk. The online renewal process requires the PIN from your renewal letter. Replacements cannot be done online because the clerk needs to verify your identity.

No, you are required to have your concealed pistol license on your person at all times when carrying a concealed firearm. Even though your CPL is technically valid, you will need to wait until you receive the new CPL card. 

What if I Find My Old CPL After Getting a Replacement?

If you find your old CPL after receiving the replacement card, you can turn in the old one to your local county clerk’s office. The expiration date should be the same on both cards, so there is no benefit to keeping both. 

What Happens if My CPL Is Damaged?
